BACKGROUND OF DAVID L. FRAYER

Experience

Established Frayer Business Associates in 1994: Providing Business Management, Development of Financial Systems, Proposal Development/Review, and Technical Writing. Consulting services provided to small businesses and non-profits.

Extensive experience with the Rocketdyne Division of Rockwell International (now Boeing/P&W) consisting of business and technical responsibilities on a broad range of NASA and Air Force aerospace programs (including Saturn J-2, Space Shuttle Main Engine, Peacekeeper Stage !V, Space Station EPS, et al). Business positions were at the Director level and encompassed Financial Management, Schedule Management, Data Management, Contracts and Pricing (with the Government) and Procurement.

Financial Management consisted of setting up program accounting structure, preparation of program budgets, and monitoring and reporting of expenditures. Schedule management was to develop program schedules, status accomplishment, and develop work-arounds. Pricing included preparation and substantiation of proposals and Contracts involved negotiations and management of the contract provisions.

Business Director responsibilities also included preparation of annual operating plans, 5-year strategic plans, and periodic estimates-at-completion. Annual sales ranged from $50M to $350M.

Director of Procurement responsibilities included parts procurement and major subcontract administration covering issuance of RFP’s, contract negotiation, and contract administration from award through closeout.

Technical efforts were as Manager of the design and development engineering units for the Fuel Turbomachinery component of liquid rocket engines.
